A developer is trying to bootstrap a project using Instance Builder. However the settings are not being automatically populated from the local.properties file. What is going on and how do I fix that?

One reason this can happen is if the local.properties file was saved as a .txt formatted document. For example: "local.properties.txt"
To fix this scenario rename the file from "local.properties.txt" to "local.properties".
