I want buying org notified on holds on a production order. SCC.Hold model has
Production Order has buying and execution orgs. execution org can create holds on production orders. when execution org user creates hold, I want buying org user notified, if there is a subscription for hold alerts by buyer.
Hold model has a generic model link called the transaction . How do apply transaction's permission for buyer to enable alerts for him ?

You would probably have to discuss this with the SCC lead ... I don't know if they have such an alert. Probably they don't since Hold is very generic. They would have to add some new specific alert to address this scenario.
