I have a user who is unable to login. The log is showing the folowing error.

This usually simply means the user is not present or is not active. Please keep in mind that user names are CaSe SeNsItIve.
Can you confirm with the customer that the username matches exactly including case, and that the user is active? That means SSOPR_ACTIVE_STATUS_CD = 'Active'
and USERS.IS_ACTIVE = 1
